Social Housing in Northern Cyprus: How Sosyal Konut Works
Social housing in Northern Cyprus does not mean free apartments or a waiting list after which the state gives housing to people in need. The Sosyal Konut programme gives citizens who meet the requirements the opportunity to purchase an apartment in a government housing project at the price set for that project and to use special financing. The housing still has to be paid for, the choice of apartments is limited to a specific project, and when there are many applicants, the right to purchase may be allocated by lottery.

What is Sosyal Konut?
Sosyal Konut is a social housing programme under which the state organises housing projects for citizens who meet the established requirements and do not have suitable housing of their own.
The key point is that a social housing apartment is not given to a person for free. A participant receives the right to purchase housing on special terms. The state determines the project, the requirements for participants, the apartment allocation mechanism, the price and the financing terms.
The legal basis for the modern system is the Konut Edindirme Yasası No. 63/2007. The programmes are implemented by the Konut Edindirme Birimi, a unit responsible for housing provision mechanisms.
So here, the word “social” primarily means not free housing, but state-regulated access to purchasing a home outside the usual commercial model.
What is the purpose of social housing?
At first glance, the system may indeed seem similar to buying an apartment from a developer: a person applies to take part in a project, still has to pay for the housing, and can spread the payments over time.
However, paying in instalments does not in itself make housing social. In a regular purchase, a commercial developer sets the project price independently, factoring in the land, construction, infrastructure, financing and commercial profit. The developer also sets the deposit and instalment schedule.
With Sosyal Konut, the state itself organises the housing programme, determines who can participate, sets the price of the housing and creates a separate financing mechanism for recipients.
Therefore, a participant does not receive an apartment as a gift but is given the opportunity to purchase housing outside the usual market-based system.
The trade-off is limited choice. You cannot choose any residential complex, area, developer or apartment on the market. Participation is tied to a specific project and its terms.
How it works: the example of Güzelyurt
A good example of the current model is the Güzelyurt Sosyal Konutları project.
The first phase of the project provided for 40 apartments. A total of 207 applications were received. Since there were more eligible candidates than available apartments, the right to purchase housing was allocated by lottery.
The apartments were priced at 39 900 GBP. The lottery winner does not receive the apartment for free; they receive the right to purchase it under the social programme.
A separate financing system then comes into play. In January 2026, a loan protocol for the 40 housing recipients in Güzelyurt was signed with three banks:
- Creditwest Bank;
- K.T. Koop Merkez Bankası;
- Kıbrıs Vakıflar Bankası.
Thus, the state builds the social housing project and determines its recipients, while the purchase is financed through banks participating in the programme.
A Faiz Farkı Fonu is also provided for—a mechanism that compensates for the interest-rate difference. Its purpose is to reduce the interest burden on participants in social housing projects in accordance with the established rules.
Therefore, winning the lottery does not mean “winning an apartment”; it means obtaining the right to buy a specific social housing apartment at the price set for the project and to use the financing system provided for it.
Who can apply for social housing?
Social housing programmes are intended for citizens of Northern Cyprus who meet the established criteria. Foreign citizens are not regular participants in this system.
One of the main requirements is not owning suitable housing. When an application is considered, the property of the applicant is taken into account and, in cases provided for by the rules, so is the housing of their spouse and children under their guardianship.
Additional requirements may be set separately for each project. Therefore, citizenship alone does not automatically give someone the right to receive a social housing apartment.
How are apartments allocated?
The number of applicants may significantly exceed the number of apartments being built. In that case, meeting the programme requirements does not guarantee that someone will receive housing.
Applications are first reviewed and the group of people eligible to participate in the programme is determined. If there are more eligible candidates than apartments, a lottery may be held.
This is exactly what happened in Güzelyurt: 207 applications were submitted for the 40 apartments in the first phase.
The winner receives hak sahibi status—the right to purchase housing under the specific project.
How is a social housing apartment paid for?
The payment mechanism for social housing apartments has changed as legislation and specific programmes have developed.
The original model under the Konut Edindirme Yasası provided for a scheme in which 20 % of the price was paid when the contract was signed, a further 20 % was paid during construction, and a subsequent financing mechanism then applied.
Modern projects may use bank housing loans. In Güzelyurt, banks participating in the programme were specifically designated for housing recipients.
This is another difference from a regular developer instalment plan. In a commercial purchase, the developer sets the instalment terms. With Sosyal Konut, the payment mechanism is part of the state housing programme.
Sosyal Konut and a regular new-build apartment: what is the difference?
| Sosyal Konut | Regular new-build | |
|---|---|---|
| Who organises the project | Government programme | Commercial developer |
| Who can buy | Citizens who meet the programme requirements | Buyers who meet the sale requirements and applicable legislation |
| Price | Set for the social housing project | Set by the commercial market and developer |
| Choice of project | Limited to a specific social housing programme | The buyer chooses the property independently |
| Choice of area | The project is built in a predetermined location | The buyer chooses from the offers on the market |
| Number of apartments | Limited | Depends on market supply |
| If there are too many applicants | A lottery may be held | The apartment goes to the buyer who completes the transaction |
| Financing | A special project scheme, including bank loans and government support mechanisms | Developer instalments or a regular bank loan |
Thus, the main benefit of Sosyal Konut is not that there are no payments. A person gets access to housing under the terms of a government programme, but in return accepts restrictions on the choice of property and the procedure for obtaining the right to purchase it.
How does the İlk Evim programme differ?
Social housing apartments are not the only mechanism for supporting home purchases.
There is also a separate programme called İlk Evim—“My First Home”. It works differently: a person purchases their first home on the regular market but may use the financing mechanism provided for the programme.
The difference is fundamental.
Sosyal Konut: the state creates a specific housing project → a citizen applies → goes through screening → takes part in a lottery if necessary → receives the right to purchase an apartment in that project.
İlk Evim: a citizen purchases their first home on the market → the government programme helps with financing if the established requirements are met.
Therefore, for someone who values the freedom to choose an area and property, a social housing apartment is not always the only option for government housing support.
Social plots instead of apartments
There is also another mechanism in Northern Cyprus—Kırsal Kesim Sosyal Konut Arsası. In this case, it is not a ready-made apartment but a plot of land intended for building a home.
These plots are allocated in rural and certain developing areas. Official decisions in recent years have included Yeniboğaziçi, Demirhan, Güngör, Serhatköy, Çayırova and Aygün.
This is also a social programme, so the land is not treated as an ordinary commercial plot. Established conditions for use and restrictions on transfer apply.
Where is social housing being built in 2026?
In 2026, the programme is expanding significantly. On 24 September, new social housing projects and the acceptance of applications in several areas of Northern Cyprus were announced.
- Güzelyurt;
- Lefke;
- İskele;
- Mehmetçik;
- Akdoğan;
- Yeniboğaziçi.
Separately, preparations for a social housing project in Tatlısu were reported in 2026.
Taking existing and new projects into account, the government programme is expected to exceed 3 000 social housing units. The stated goal for the next 5 years is to bring construction to 15 000 housing units.
Application requirements, the number of apartments, the price and the financing scheme may differ from one project to another. Therefore, when a new programme opens, applicants should refer to the official announcement for the specific area they have chosen.
Frequently asked questions
Is social housing in Northern Cyprus free?
No. The recipient purchases and pays for the apartment. The programme is social because the project is organised by the state, with a set price, selection criteria and special financing mechanisms.
What does a person win in the lottery?
Not the apartment itself, but the right to purchase a social housing apartment in a specific project under the terms set by the programme.
Why not simply buy an apartment from a developer?
You can. These are alternative ways of acquiring housing. On the commercial market, buyers have more freedom to choose an area, project and apartment, but purchase property on market terms. Sosyal Konut restricts the choice to a specific project, but provides access to a state-set social housing price and the financing system provided for the programme.
Can you choose an apartment yourself in Sosyal Konut?
The freedom of choice is significantly more limited than on the commercial market. A participant applies to a specific social housing project, for which the location, type and number of homes have already been determined.
What happens if there are more applicants than apartments?
Once eligibility has been checked, apartments may be allocated by lottery. In the first phase of the Güzelyurt project, 207 applications were received for 40 apartments.
How much did a social housing apartment in Güzelyurt cost?
The price for an apartment in the first phase of Güzelyurt Sosyal Konutları was set at 39 900 GBP.
Can foreigners apply?
The social housing programme is intended for citizens of Northern Cyprus who meet the established criteria. Foreign buyers are subject to the regular property market and separate rules for purchasing property.
What is the Faiz Farkı Fonu?
It is a mechanism for compensating for the interest-rate difference, used to support the financing of social housing projects. It helps reduce recipients’ interest burden in accordance with the established programme rules.
What is İlk Evim?
It is a separate mechanism for supporting the purchase of a first home. Unlike Sosyal Konut, it does not necessarily involve an apartment in a specially built government project: the programme is related to financing the purchase of a first home, subject to the established requirements.
Can you get land instead of an apartment?
There is a separate Kırsal Kesim Sosyal Konut Arsası programme under which eligible recipients are provided with plots for building housing. Special rules for using and transferring these plots apply.
