TRNC Prepares Legislative Reform: 1995 Law to Be Repealed
Northern Cyprus plans to repeal the Central Legislation Department Law, which has been in effect since 1995, and replace it with a new regulatory system.
According to the bill, the department will be reorganized under the Prime Ministry and granted expanded powers. All draft laws prepared by government institutions will undergo mandatory technical and legal review before being submitted to parliament.
The new system is designed to check documents for:
- Compliance with the Constitution and existing laws,
- Adherence to legislative drafting techniques,
- Absence of contradictions between normative acts.
The department will also be tasked with consolidating fragmented laws, identifying contradictions, and updating the legislative framework. A unified, up-to-date registry of legislation will be created and made available on the official website.
Furthermore, the reform includes expanding the staff of lawyers and IT specialists to strengthen both the legal and digital infrastructure for legislative work.
It is noted that the rights and salaries of current employees will be fully preserved.
