Authorities and sectoral unions discussed a plan on stray dogs in Northern Cyprus
On 3 December in Northern Cyprus, the Union of Turkish Cypriot Producers and Breeders, the Veterinary Department, the Ministry of the Interior and the Union of Municipalities held a joint meeting to prepare a comprehensive plan to address the problem of dogs abandoned by people.
The discussion focused on preventing attacks in rural areas that cause material damage to producers, improving animal welfare and strengthening the responsibility of local authorities.
The parties agreed to work within the requirements of the European Union regarding animal welfare and the management of stray animals.
Key directions for the new period:
- — mandatory nationwide implementation of the “neuter — vaccinate — identify — rehome” model;
- — revision of municipal responsibilities for capturing, housing and rehabilitating animals in line with EU standards;
- — creation of a unified database and microchip tracking system under the Veterinary Department;
- — increasing administrative fines for dog owners and clarifying sanctions;
- — speeding up procedures for documenting producers’ damages and their compensation.
Participants noted that the current situation requires a permanent and institutional solution. The Union of Municipalities pointed out the need to improve shelters, create shared regional centres and attract additional resources.
For residents, this may mean stricter control over dog registration and ownership, and expanded municipal services for capturing and shelters; for agricultural producers — faster mechanisms for recording damages and receiving compensation.
