What is the new system?

Since July 1, Russian consulates have been offering the service of converting documents into electronic form. In short: you request a paper document from the consulate, it is converted into an electronic format, and then, with the consul's digital signature, it is sent to a notary in Russia, who creates a valid paper document from the electronic one.

What does this offer to the residents of Cyprus?

Now, for example, a power of attorney can be sent remotely to a trusted person instead of physically sending it to Russia by mail or through someone flying to the country.

How does the process work?

You contact the consulate to create a document, just as before—nothing has changed in this regard. At the end, you have a document certified by the consular officer.

The consul scans the paper original and certifies it with his electronic signature. At this stage, you receive an electronic document in the form of two files: a scan in .pdf format and an electronic signature in .sig format. These files are sent to the trusted person in Russia.

The trusted person in Russia takes these two documents to a notary, who verifies the consul's electronic signature, forms a paper document, and certifies it with his signature. This document has the same legal force as the one issued by the consulate.
