Cyprus Anti-Corruption Authority automates complaint submission; €1 million allocated for investigations
The Cyprus Anti-Corruption Authority has announced the digitalisation of the system for receiving, recording and managing complaints. The initiative was presented in a note to Parliament ahead of the discussion on the 2026 budget.
The plan includes the automation and digital upgrade of a unified platform for submitting, tracking and managing complaints in order to modernise procedures and strengthen data protection. At the same time, the Authority’s website will be updated and an interactive “Questions — Answers” tool will be introduced to inform the public about its powers, procedures and citizens’ rights.
According to the Authority, 523 complaints have been registered to date. Of these, 267 have been reviewed and dismissed. Seven complaints led to investigations, which are in their final phase or already completed; another six investigations are ongoing. Two cases have resulted in reports submitted to the Attorney General with recommendations to launch criminal proceedings. These concern the former EDEK chairman and MP Marinos Sizopoulos, and the former general director of the Nicosia Water Board and current general director of EOA Nicosia, Konstantinos Parmaklis.
The 2026 draft budget allocates €1 million to fund investigators who conduct inquiries into named and anonymous complaints, as well as cases initiated by the Authority itself. Additionally, the Authority is developing software to implement the Lobbying Law and electronically manage the lobbyists' registry. The registry currently lists 242 registered individuals. According to the law, lobbyists must submit semi-annual reports on meetings with public or elected officials, while officials must notify the Authority of any planned contacts related to public decision-making.
