Unfinished building standing for over 10 years under review in Nicosia
The Audit Office of Cyprus has launched an investigation into an unfinished building on Spyrou Kyprianou Avenue in the center of Nicosia, which has remained incomplete for over a decade.
Construction was authorized in 2010–2011. The plan was to erect an eight-story building with commercial and office spaces, but the work was never finished. To date, only the underground levels and a metal frame up to the seventh floor have been constructed, with part of the structure deviating from the originally approved plans.
According to the audit, the site has effectively turned into an abandoned construction zone in one of the capital's central districts.
The Audit Office notes that such long-term projects cause visual pollution, potential safety risks, and negatively impact neighboring areas. Despite the presence of fencing, access to the territory is not entirely prevented.
Specific criticism was directed at municipal and regional authorities who, according to the office, limited themselves to merely extending building permits and failed to take effective enforcement measures against the owners.
Local authority representatives, in turn, attribute the delay to the complexity of revising project documentation and the aftermath of the 2013 economic crisis, yet claim the owners still intend to complete the project once the necessary permits are obtained.
