The law allows it, hospitals refuse: in Northern Cyprus, abortion is only available for money
The Cyprus Turkish Human Rights Foundation issued a statement noting that although abortion is legal in Northern Cyprus, state hospitals have not provided the service for a long time. As a result, women without financial means cannot exercise their legal right.
The statement emphasizes that the right to health is a fundamental human right — covering medical care, access to information, clean water, safe food, and free medicines. The state is obliged to provide equal, accessible, and free access to these services.
Citing Article 45 of the Constitution of the Turkish Republic of Northern Cyprus, the foundation reminds that the state must ensure everyone’s access to mental and physical health protection. However, in reality, serious barriers hinder the realization of this right.
Despite the Law on Public Health Workers (No. 6/2009) and the Ethical Code of Kıbrıs Türk Tabipleri Birliği allowing abortion until the tenth week of pregnancy, public hospitals have long refused to perform the procedure. Only private clinics offer abortion, making it inaccessible to low-income women.
The foundation warns that women without the means to visit private clinics may resort to illegal and dangerous methods, putting their health and lives at risk.
The organization calls for legislation to protect women’s reproductive rights, and urges comprehensive, accessible policies to ensure equal access to healthcare services — especially regarding pregnancy and childbirth decisions.
