The European Union is increasingly demonstrating its intention to become not only an economic but also a full-fledged strategic player on the world stage. Strengthening defense readiness and reducing dependence on external partners are coming to the forefront today. This very course became the central theme of statements by the Minister of Defense of the Republic of Cyprus, Vasilis Palmas, made within the framework of the country's presidency of the Council of the EU.

According to the minister, strengthening Europe's strategic autonomy is not just a political declaration, but a practical task requiring systemic solutions and significant investments. It is about the ability of the European Union to act independently, quickly, and preemptively to respond to security challenges that are becoming increasingly complex and unpredictable.

How is the European defense industry being strengthened in Cyprus and the EU?

One of the key tools in achieving this goal is the SAFE program — a large-scale initiative aimed at developing the European defense industry and strengthening security in Cyprus and across the commonwealth. It is within its framework that the EU Council recently approved new financial aid packages for the Czech Republic and France.

The volume of support is impressive:

  • up to 2.06 billion euros for the Czech Republic;
  • about 15.09 billion euros for France.

Moreover, a significant portion of the funds will be provided as advances in the near future. Such decisions testify to the EU's transition from discussions to concrete actions. The funding is aimed at:

  • modernization of armaments;
  • strengthening the production base;
  • eliminating critical deficits;
  • developing joint procurement between member states.
This should increase spending efficiency and strengthen coordination within the Union, making defense policy truly pan-European.

It is important to note that the current decisions are only part of a broader strategy. Previously, similar support measures were already approved for several other countries, including Belgium, Spain, Poland, Finland, and the Baltic states. The SAFE program is integrated into the larger "Readiness 2030" initiative, aimed at preparing the EU for future challenges.

Who can participate in European defense initiatives?

Participation in the program is open not only to EU member states but also to strategic partners, including Ukraine, Canada, and European Economic Area states. This emphasizes the EU's desire to build a broader security architecture that goes beyond its own borders.

Interest in the program is already significant: by August 2025, 19 member states had expressed their participation. This indicates that the idea of collective defense strengthening is finding support and is perceived as a necessary step in the new geopolitical conditions on the island of Cyprus and in Europe as a whole.

Today, Europe stands on the threshold of qualitative changes. From an economic giant, it is gradually moving toward the status of an independent center of power. And while this path will require time, resources, and political will, the first steps have already been taken — and they are confident enough to speak of the formation of a new defense reality for the European Union.
