In Amathus, a ban on keeping more than two dogs comes into effect from September 1

Starting September 1, 2025, a new rule will be implemented in the Amathus area of the Limassol municipality: residents are prohibited from keeping more than two dogs in a single household. This decision has sparked outrage among pet owners and animal welfare volunteers.
The municipality has announced that by the end of August, owners must obtain or renew permits for their pets. From September 1, penalties will be applied without further notice. To obtain a permit, the dog must be microchipped and registered with a veterinarian, have a vaccination card, proof of chipping, and pay an annual fee of € 20.50 per animal.
Additionally, owners must comply with dog-walking regulations. Dogs must be on a leash, and owners must clean up after their pets. Violations may result in fines of € 85. In cases of seizure, the owner is responsible for costs associated with capture, care, and return of the animal. The municipality also reserves the right to refuse or revoke a permit if violations are detected.
The decision has drawn criticism from residents who believe authorities have no right to limit the number of pets kept in private homes. Volunteers warn that such measures may lead to an increase in abandoned or euthanized dogs that owners cannot keep.
Requests for clarification on actions concerning households already keeping three or more dogs have not yet received an official response from the Amathus municipality. The issue of penalties or possible confiscations remains unresolved.
