Cyprus Government to Revamp Teacher Evaluation System

The government of the Republic of Cyprus has announced a comprehensive reform of the teacher evaluation system—marking the most significant change in public education in decades.

Government spokesperson Konstantinos Letimbiotis outlined the details at a press conference held at the presidential palace. He described the new plan as a necessary political move aimed at restoring fairness, trust, and professionalism within public schools.

The reform introduces a multi-level, research-based evaluation model that replaces the decades-old practice of individual assessments with a collective approach involving school leaders and inspectors. Officials believe this new system will provide a more accurate reflection of each teacher’s effectiveness and professional growth.

Importantly, evaluations will no longer be used as a punitive tool but rather as a continuous process for improvement and career development. Teachers will be assessed throughout their careers based on clearly defined criteria. A new senior teaching rank will be created, enabling experienced educators to advance professionally without having to take on administrative roles. In addition, ongoing training programs will be introduced to support teachers at every stage of their careers.

The proposal was developed over nine months through extensive consultations with teachers, unions, and academic experts. Earlier, Education Minister Athena Michaelidou launched a national information campaign, with the first session held on Monday evening in Nicosia. Similar sessions are scheduled for May 28 in Larnaca and June 4 in Limassol.

A five-year transition period has been set for the gradual rollout of the reforms. Teachers’ unions are expected to play a crucial role in this process.
