According to the rules, if you applied for a residence permit, then you need to stay in the country and wait for a decision. The only thing is that you can leave while your tourist visa is valid for 30-60-90 days. If your tourist visa has expired and you are still waiting for a residence permit, then you need to stay in the country.
Although for each specific case it’s better to clarify information about leaving the police or the Immigration Service at the Ministry of Internal Affairs.
