In any city, there are many ordinary kiosks selling mineral water and cigarettes and having an option of receiving or sending Western Union. To get money there, one needs a transfer number and a passport. You can find addresses of Western Union kiosks on Google. Many of them work on weekends, and some are open until 10 pm.
