Cyprus prepares law to regulate nicotine pouches
In the House of Representatives of Cyprus, the parliamentary health committee has agreed on a bill to regulate the sale and use of nicotine pouches.
All stakeholders — including licensed importers and distributors — supported the initiative. A vote on the bill is expected by the end of March.
The amendments propose changes to the Health Protection and Smoking Control Law to include nicotine pouches in the category of regulated tobacco products.
According to the draft law, a nicotine pouch is defined as an industrially manufactured tobacco-free product used orally that does not require inhalation, heating, or combustion. It contains nicotine or nicotine with other substances in solid form. Medical and pharmaceutical preparations do not fall under this law.
Importers and kiosk owners also advocated for strict sales rules, including mandatory health warnings, product information on packaging, and child-resistant packaging.
Parliament believes that the passing of the law by the end of March is virtually guaranteed.
