Yes, if you are married to a Cypriot, after three years of living on the island, you can apply for a permanent residence permit. The only thing is that the Migration Department counts exactly three years of your stay in Cyprus, i.e. trips on holiday or to your home country, even for a few weeks, will be deducted from the number of days you must spend on the island to obtain a residence permit.
