New UK Entry Rules Effective Feb 25: What It Means for Dual-Citizen Cypriots

As of February 25, new entry rules have come into effect in the UK, significantly changing travel procedures for British citizens with dual nationality. These changes are part of the immigration system reform linked to the implementation of the Electronic Travel Authorisation (ETA).

However, for thousands of dual citizens — including Cypriots who have acquired British citizenship — the new requirements create practical and financial difficulties, and in some cases, may lead to being denied boarding for flights to the UK.

Previously, a dual British citizen could enter the UK using a foreign passport if the country of origin was visa-exempt.

As of February 25, this rule no longer applies.

Now, dual citizens are required to present:

  • either a valid British passport;
  • or a digital certificate of entitlement linked to their foreign passport.

In the absence of one of these documents, airlines have the right to refuse boarding.

Crucially, these documents are not issued automatically upon obtaining citizenship.

Estimated costs are:

  • approximately £100 for an adult British passport;
  • approximately £589 for a certificate of entitlement.

Furthermore, dual citizens cannot apply for an ETA, as they are legally considered British citizens and are required to enter the country using British documents.

Many British citizens claim they learned of the changes too late or by chance. Those currently abroad without a British passport risk being temporarily "locked out" of the UK until they obtain the necessary documentation.

Organizations representing European citizens in the UK point to an insufficient information campaign and a disproportionate financial burden, especially for families.

The British government, in turn, states that the new practice aligns with the rules of countries like the USA and Australia, where citizens are required to enter using their national passport.

How does this affect Cyprus?

Thousands of Cypriots have acquired British citizenship due to long-term residency or work in the UK. Now, those without a valid British passport will no longer be able to enter the country using only a Cypriot passport.

This particularly affects:

  • workers regularly traveling between Cyprus and the UK;
  • students;
  • families with "mixed" nationalities.

Cypriots residing in the UK but temporarily in Cyprus without a British passport may find themselves forced to remain outside the country until their paperwork is completed.

The UK remains one of Cyprus's key partners. While the changes primarily affect dual citizens rather than tourists, families with differing citizenships may face complications.

The new requirements demonstrate that post-Brexit, the UK is pursuing a stricter and more nationally-oriented border policy.

For Cyprus, given its historical and economic ties with the UK, this implies:

  • the need for active citizen information;
  • a potential additional burden on consular services;
  • an increase in the administrative workload for passport processing.

Those who hold British citizenship (even if they previously only used a Cypriot passport) are advised to:

  • check for a valid British passport;
  • apply for or renew it well in advance;
  • avoid traveling to the UK without the necessary documents after February 25.
